Wednesday, August 16, 2000 Cruise project   Regarding the decision to have a negative declaration, instead of an environmental impact statement for the Carnival Cruise project, I say, whoa! City Hall wants a huge docking area east of Pier J for the docking of huge lines that will pollute the air and water, force the refuse coming down the L.A. River to go even closer to our shores and stir up the toxins on the ocean floor upon dredging for this project.
